To me, 9.c4 seems the most natural move. But Queenside operations like Rc1, a3, Qe2 appear to be a common theme here.

Spot on. This is exactly what happened in one of my recent games. Black (a slightly weaker player) has played passively, yet equalised, which is frustrating. He played Rc8, Re8, Qc7, Bf8, while I had Qe2, Rc1, Re1, a3, c4. I couldn't meet his e5 push with anything other than e4 and d5 with an equal and closed position. I felt he had better chances with pawn breaks and my bishops were quite useless.

In hindsight, dxc5 (conceding Nxc5 with tempo on B/d3, but opening up the board) may prove more interesting, with more chances to attack the King.
